As Prime Consultant, recently acquired Quadrant Consultants prepared an engineering feasibility study, preliminary design, final plan drawings, hydrologic and hydraulic analysis, specifications and cost estimates for expanding four miles of Aldine Mail Route Road, from two undivided lanes to four lanes with median, including curbs and gutters, storm sewer drains, in-line storm water detention and traffic control plans.

The project will be built in two sections. It includes a new underground storm drainage system, extension of Hawkins Street (a parallel residential roadway) into a one-way pair with Aldine Mail Route Road on the west end, and a new connector roadway at Lillja Road. The project includes splitting the west end of Aldine Mail Route into two one-way roadways, with the eastbound roadway using redesigned Hawkins Street.

Quadrant performed design drawings, specifications and cost estimates and managed surveyors, traffic engineers and hazardous materials consultants. Quadrant performed cut and fill calculations based on the roadway cross sections and the storm sewer volume. Project Management included managing 5 subconsultants.

In addition to design, Quadrant conducted Phase I Environmental Site Assessments and wetland evaluations/delineations for the project. The environmental studies included a proposed new bridge over the Hardy Toll Road and three proposed detention basins. Quadrant supervised a Phase II Environmental Site Assessment on several potential contaminated sites and a remediation contractor for the removal of underground contamination.
