Tiger Streetcar Track Extension

1.6-mile, at-grade streetcar track extending from near Union Station in downtown Dallas to the Colorado Boulevard and Beckley Avenue intersection in Oak Cliff.

Bowman Engineering & Consulting (BEC) served as the Contracting Officer’s Representative (Project Owner/Resident Construction Manager) for the Union Station to Oak Cliff Streetcar Design-Build TIGER project.

The Oak Cliff Streetcar project was a collaborative endeavor between the City of Dallas, North Central Texas Council of Governments (NCTCOG), DART, and the FTA. This $45 million project consisted of an at-grade streetcar track extension as well as the procurement of streetcar rolling stock. BEC provided contract administration and project management oversight of the design and construction, ensuring compliance with all agency requirements including project controls, design management, configuration management, construction management, construction safety, systems safety, quality control/quality assurance, and other general administrative, managerial, and oversight tasks associated with a federally-funded streetcar design-build project.  BEC also ensured and monitored contract performance and overall project implementation, and led project coordination efforts with the design-builder, vehicle manufacturer, and all inter-agency departments including operations and maintenance, procurement, finance/grants, and systems integration/safety.
