Planning study to determine the best route for a passenger rail spur from northwest Houston to downtown. Quadrant analyzed the project alternatives for environmental, cultural and socioeconomic impacts. Environmental impacts were evaluated using constraint maps depicting the floodplains, historical sites, environmentally sensitive receptors identified by land use, and demographic characteristics that indicate where environmental justice impacts should be considered.
