Meet Our Leadership

Shauna Bowman, PE

PRESIDENT & FOUNDER

Shauna started Bowman Engineering & Consulting, Inc. (BEC) in 2007 and has built the company into one of the most successful program management firms for transit and infrastructure projects in Texas serving key roles for several major agencies in the state. As President and founder of BEC, Shauna is an experienced engineer and project manager with over 15 years of experience working extensively on highway and transit projects. She is experienced in the development of geometrics, design, and preparation of PS&E packages, which lends to her management of the firm and support of clients. A licensed Professional Engineer in Texas, Shauna has a BS degree in Civil Engineering from the University of Texas. She is a member of the American Society of Civil Engineers and Texas Society of Professional Engineers and is on the State Board of American Council of Engineering Companies (ACEC).

Ross Bowman, PE, PMP, DBIA, RMP

PROGRAM MANAGER

Ross has over 30 years of experience as a project manager for rail, public works and land development projects and has successfully delivered major civil infrastructure projects for both public and private clients throughout Texas. He is a certified Project Management Professional, a certified Risk Management Professional and has spent the last 20 years providing transit program leadership. He has over 20 years of experience in General Engineering Consulting and Program Management for transit projects for DART, Trinity Metro, Denton County Transportation Authority, Texas Central, FTA, and Capital Metro. Ross is often called upon for his expertise in stakeholder coordination and has successfully negotiated agreements with UPRR, BNSF, DFW Airport, Fort Worth Western Railroad, and multiple municipalities. He is also highly skilled in collaborative project delivery, project implementation strategies, risk management and value engineering to bring projects within budget.

Lani Marshall, PE, LEED AP

EXECUTIVE VICE PRESIDENT

Lani is an accomplished Program Manager with over 20 years of experience in a wide range of transportation, civil design, and planning projects, including large-scale, multi-discipline highway and transit projects as well as procuring multi-million-dollar professional engineering procurements. Her experience encompasses professional engineering procurement, project management, assisting with proposal and cost proposal writing, roadway/interstate/toll road design, transit system planning and design, and research on various environmental projects. Lani’s specific project experience ranges from roadway engineering, light rail alignment studies, and cost analyses for project plans. She is also experienced in the development and writing of technical documents and the preparation of special reports.

Jorge Barrero

Jorge Barrero-Rojas, PE, PMP

VICE PRESIDENT OF BUSINESS DEVELOPMENT

Jorge Barrero-Rojas is a professional civil engineer with over 20 years of transportation and traffic engineering experience, specializing in corridor performance assessment, traffic simulation, operational analysis, and planning. He is highly proficient with various transportation-related software and excels in microscopic simulation modeling for diverse projects including highways, interchanges, mixed developments, stadiums, and transit stations. Currently serving as VP of Business Development, Jorge oversees business development, contract negotiation, marketing efforts, project management tasks, and staff supervision. His success is driven by effectively understanding client needs, balancing project priorities, and maintaining schedules and budgets. Jorge promotes team cohesion and creativity by setting weekly goals, celebrating milestones, and encouraging open communication.

Atul Shrivastava, PE, PMP, RMP, PSP

VICE PRESIDENT, PROJECT CONTROLS & CEI

Atul has over 15 years of experience in project controls and construction management for highways, transit rail, public works, commercial construction projects, and has successfully delivered major civil infrastructure projects for both public and private clients throughout Texas. Atul has specialized experience in providing project controls acting as owner’s representative on diverse projects ranging from $25M to $1B, with a variety of project delivery methods – Design Build, CM/GC, Design-Bid-Build etc. Atul has several years of hands-on experience in CPM schedule development, schedule reviews, progress analysis, project reports, schedule forecasting, and time impact analysis. Atul also has extensive experience in a variety of cost management functions including cost estimating, change management, earned value management, cost forecasting and contingency management. Atul is currently providing scheduling support services on several TxDOT projects and has previously provided Project Controls services for Trinity Metro and Dallas Area Rapid Transit (DART) capital projects.

Sharlotte Teague, PE

VICE PRESIDENT OF ENGINEERING

Sharlotte brings over 40 years of experience in civil and transportation engineering, with a strong background in project and program management. More than half of her career was spent at TxDOT, where she gained extensive expertise in advanced project development (APD), including environmental studies, alternatives and traffic analyses, and interstate access justification reports, as well as preliminary and final schematics. She is highly skilled in all phases of project delivery—final design, plans, specifications and estimates (PS&E), roadway maintenance and operations, and construction engineering, including inspection and management. Sharlotte’s diverse portfolio includes work on freeways, expressways, urban and rural arterials, collectors, on- and off-system bridges, regional drainage and flood control planning and design, levee rehabilitation, stormwater management, hurricane damage assessment, international border crossings, and water/wastewater infrastructure.  Her experience spans municipal, county, state, and federal projects, including IDIQ federal contracts and direct collaboration with agencies such as the FHWA and USACE to secure necessary project approvals.

Matt Hemsath, PE, CCM

SR. VICE PRESIDENT & PROGRAM MANAGER

Matt brings over 15 years of comprehensive construction experience, with a strong focus on mass transit and large-scale infrastructure projects. He has a proven track record in delivering complex construction undertakings from planning through execution, demonstrating leadership across all phases of project delivery. His experience encompasses overseeing self-perform crews, managing subcontractor performance, and collaborating closely with multidisciplinary design teams to ensure seamless integration of construction and design.  Matt has consistently demonstrated a high level of proficiency in project controls, including production management, quality assurance and control, cost forecasting and variance analysis, as well as budget development and financial oversight. His expertise extends to detailed estimating, scheduling, and resource planning—ensuring projects are delivered on time, within scope, and under budget.  Matt is well-versed in the operational and regulatory complexities of the construction industry. His ability to align project execution with client objectives and industry best practices makes him a valuable asset to any project team.
